OpenCPS doesn't properly handle SEG-Y files written during 4d binning

Old Name: OpenCPS does not work with "static" type

PreDev Notes:

This looks like an issue with the 4d binning. The SEGY file written during 4d binning can't be opened in OpenCPS. OpenCPS does not handle the static type correctly. Unfortunately the DSDR is stored in that scalar. Switch it over to storing a float directly. 4dbin stores dsdr in the segy file in a custom header.
