Missing libs3 patch from original copytool

We are missing this patch https://github.com/ComputeCanada/lustre-obj-copytool/blob/master/patches/libs3_low_speed_limit.patch from the original repo - it prevents timeouts on large uploads.

We might be able to avoid the patch with libs3's curl override options - this is worth a look before bringing the patch back.
