Update basic/proxygen servers to support streams and new web views

Changes:

  • Move folly init into ProxygenUtils header
  • Changes to support clean_api build and test with clang
  • Update BasicHttpServer to allow streaming
  • Add compatibility for basic server with new views
  • Update proxygen server to handle new web views, streaming

All current tests succeeding locally with Proxygen on and off - may need further edits to support the fully functional HSMActionView.
