Add Mocks component, update deployment scripts

Add a hestia-tests rpm which contains mocks, unit/integration test executables, data, and sources, and then update deployment scripts to reflect this and new build structure. Add the default rocky8 installation location for hestia shared libs to the plugin search path, add the cmake installation location to the plugin search path and add the optional testing location as a plugin loading location.
