Remove Proxygen as no longer need it

The basic web server is handling our needs for the foreseeable future. Proxygen is a heavy dependency, there is no point keeping it if we have no clear plans for using it. Most likely we would wrap the WebApp in a language binding and use Python/Go if we need a nicer server.
