Tidy CI, move motr RPM build to motr-rpm-builds

Caelen Feller requested to merge tidy-ci into devel

As artifacts are not accessible as the "latest" in a per-job fashion, but per-commit, this moves the Motr RPM builds to a dedicated branch so it is always accessible as the "latest".

Also tidies the CI script a little and removes old dependency lists.
