Cleaned up the test repository and finalised the test linear regression work

The aim of this branch is to tidy up and refine the structure and contents of the /test/ subdirectory and to address this issue. The main changes so far have been to add dosctrings to the test functions themselves, and to add the requested README.md documentation to the /test/ subdirectory.

If the README.md does not belong here, or within the iclearn directory itself, then I can discuss about moving it into the SEODA repo. Additionally, if there are any other changes to be made with regards to structure or format then I am happy to make changes now.

Once this is MR is passed then I will discuss about adding the iclearn linear regression example into the SEODA repository.
